Containment Report
  • Safety Guide to be issued to all personnel on Floor Fifty-Four
  • Item cannot be prevented from leaving cell
  • If discovered outside of containment cell, ensure item is relocated to cell
  • Upon discovery, code ‘ABIGAIL’ must be sent to security, to minimise further witnesses

Appearance:

Item consists of two elements:

  1. “Mummy” - A freestanding bathtub overflowing with dirty water. No drainage is permitted in Cell 303, which must be manually cleaned on a weekly basis. Contaminated liquids and solids retrieved from Cell 303 must be boiled and disposed off safely in hazardous waste unit 303.
  2. “Abigail” - a little girl of approximately eight years old. Caucasian. Black hair. Unusual physical properties. Does not interact with static obstructions (eg. walls, doors, glass), but can touch living organisms without issue. Abigail is not always visible or even detectable. A method of complete containment has not yet been identified, but a workable protocol has ensured site safety, with no fatalities in over six (6) years.

Description:

Item 303 is a non-hostile spirit that can appear anywhere within Floor Fifty-Four at any time. Typically, appearances are in close proximity to Cell 303, where the bathtub is kept. “Abigail” herself is a child, both in appearance and behavior. It is believed she likes to explore the facility, until at some point she will appear and request to be relocated to her mother. It is imperative this request is fulfilled, as failure to do so can lead to mental trauma, potential fatalities, and continued non-containment of Item 303.

‘Safety Briefing 303’ details the safe procedure to reunite “Abigail” and “Mummy” in clear, understandable language. It should be included within the Floor Fifty-Four induction package for any new personnel.

To summarise, there appear to be three possible scenarios an individual can take, should they witness “Abigail”:

  1. Successfully bring “Abigail” back to Cell 303.
    Once “Abigail” can see the bathtub, she will climb inside by herself and no further action is required from the individual. It isn’t even necessary to open the security door - “Abigail” will walk through the glass. Once in the water, she will lie down, sink beneath the surface, and be safely contained until her next appearance.
  2. Failed attempt at bringing “Abigail” back to Cell 303.
    If an individual leads “Abigail” in the wrong direction, she will follow without objection. Exposing “Abigail” to sunlight, sleeping before she is reunited, or abandoning her completely are all failure conditions. Individual involved will suffer considerable consequences the next time they sleep, and lingering side effects for several weeks.
  3. No attempt at bringing “Abigail” back to Cell 303.
    Upon observation of “Abigail”, individual makes no attempt to reunite her or help her. This will lead to severe consequences - including death - and must be avoided at all costs.

Scenario 1 is the mandatory route that all personnel must take. Successfully reuniting “Abigail” and “Mummy” allows for temporary containment and appears to cause no discernable side effects or consequences. Scenario 2 can be authorised by [MANAGEMENT], but only for approved, controlled experiments. Scenario 3 is a direct violation of Floor Fifty-Four site conduct, and should the individual survive, they will attend a disciplinary review upon their recovery.

Security Concerns:

Although “Abigail” can hypothetically move anywhere within Floor Fifty-Four, her behaviour is generally harmless. Based on records of incidents, there does not appear to be any malice or mischief in her appearances, and item 303 is widely regarded as a mild inconvenience. Personnel of any rank can encounter “Abigail” and have to reprioritise their tasks to accommodate her relocation. Even Chairman 54 has been forced to miss Ministry briefings after witnessing Item 303.

When such an encounter occurs, individual should report the issue to security, who can then assist with informing nearby parties and avoiding further witnesses. As “Abigail” does not appear on surveillance cameras, it is impossible to do this until at least one person has stumbled upon her and sounded the alarm.

This has led to a number of suspected ‘falsehoods’, where individuals have been accused of lying about an Abigail appearance in order to avoid their regular duties, if only momentarily. Because standard security practise is to minimise witnesses to an “Abigail” encounter, it can make it difficult to prove when only one witness is involved. Whilst the risk of this type of behaviour is fairly negligible, all “Abigail” sightings are recorded by security, in the hopes that frequent abusers can be identified eventually.

Head of Security Paul Slater has proposed that an additional member of security should be required to verify each sighting, but this has been rejected by [MANAGEMENT] due to “unnecessary risk”.

“Abigail’s” ability to wander freely through Floor Fifty-Four also raises the potential for ‘cross-contamination’ with other items. Her behaviour indicates that “Abigail” has at least some awareness of danger, and avoids most items, typically found in the hallways rather than in the cells themselves. There have also been no recorded incidents of “Abigail” interacting with any items.

Unfortunately, due to her not appearing on any surveillance footage, it is unknown if this occurs but is not seen. Of particular concern is Item 210 - “Copycat”. It has been observed that “Copycat” can mimic abilities, as well as appearance and behaviour. The threat that a creature such as “Copycat” could present with the ability to pass through physical barriers is classed as a ‘Tier 4’ threat level, with the potential to remove Floor Fifty-Four from use.

Risk has been given designation R54-210-303-1, and surveillance teams will monitor Item 210 for any warning signs. As “Copycat” mimics appearance before abilities, it will be possible to detect any attempts to emulate “Abigail” before it becomes a critical incident. Several repulsion systems have been fitted inside Wing 210 that should discourage “Abigail” from lingering in the area once triggered.

Despite several personnel requests, the Ministry Ethics Division will not permit installation of this repulsion system in break rooms, private quarters or lavatories.
